Food; Stuffed Peppers

I was never really happy with my stuffed peppers because the filling was always sort of hard.  But I wanted to make them for a friend of my and her family because she was just operated on and is home but can't stand up yet and also it's a completely gluten free meal, which is how they eat. 
So I called my sister, Joyce and asked her if she cooked the rice first or mixed it in with the hamburg raw and she said she cooked the rice first and also added a little of the tomato sauce in the filling.  I did what she said and they are the best stuffed peppers I ever made. 
 So the filling is just cooked rice, ground beef, egg(s), grated cheese, chopped onion, salt and pepper.  Just cut the peppers in half and pull out the stem and seeds and fill the peppers and put them in a pan and pour the tomato sauce all over and put grating Italian cheese on top of the stuffed peppers.   I also filled in with some peeled and cut potatoes.(Optional)   Bake in the oven covered at 375 for about an hour or until the potatoes are done.
